Good question. There’s some nuance here depending on what state you’re in and what classification the fireworks are (1.4G consumer vs 1.3G display).

For consumer fireworks (1.4G), most states that allow them will let you ship from out-of-state as long as the seller is licensed and the carrier handles hazmat properly. Big thing to watch for: some states have what they call “permit to purchase” requirements even if consumer fireworks are legal. California and a few others have specific hoops.
