Good question. For personal use without a license the short answer is — it depends. ATF regulates importation of fireworks and you generally need an import permit for most consumer fireworks. Theres been quite a bit of discussion on this in the Rules section of the forums actually that covers the ATF regs in more detail. One thing to keep in mind is that even if you find a supplier wholl ship small quantities, customs can and will seize shipments without proper documentation. Better to go through a US-based importer unless youre really prepared to deal with the paperwork.
